Property Tax Division

Vice President - Giselle Kakamousias, B.Comm., DULE, MRICS, AACI, P. App.

Giselle joined Turner Drake in 1993 after graduating with a Bachelor of Commerce degree (with a major in accounting) from Dalhousie University, Halifax. She was granted a Diploma in Urban Land Economics with first class standing, from the University of British Columbia in 1997, the first person to gain this distinction in Atlantic Canada. Giselle gained accreditation with the Appraisal Institute of Canada in 1999. She was admitted to the Royal Institution of Chartered Surveyors (RICS) in 2005.

Giselle was appointed Manager of the Property Tax Division in 1999 and Vice President in 2006. She has negotiated reductions in assessments and conducted appeals in Newfoundland, Nova Scotia, Prince Edward Island, New Brunswick, Quebec, Ontario and British Columbia, on all types of property.

She has specialised expertise in Extended Care Homes, Golf Courses, Hospitality Properties, and Self-Storage, and is a seasoned and much sought after speaker and columnist by these Industry Associations. Giselle has appeared as an expert witness before the New Brunswick Assessment and Planning Appeal Board, the Nova Scotia Regional Assessment Appeal Court, the Nova Scotia Utility and Review Board, and the British Columbia Property Assessment Appeal Board.

In addition, Giselle has substantial experience in our Valuation Division, valuing industrial, commercial and investment property. She has also worked in our Counselling Division conducting market surveys and providing rental advice to a range of business clients.

Senior Manager - André Pouliot, B.Comm., DULE, MRICS, AACI, P. App.

André joined Turner Drake in 1998 after graduating with a Bachelor of Commerce degree from Saint Mary's University, Halifax. He was granted a Diploma in Urban Land Economics from the University of British Columbia in 2003. André gained accreditation with the Appraisal Institute of Canada in 2004 and with the Royal Institution of Chartered Surveyors in 2010.

He is a former Manager of our Lasercad® Space Measurement Division. 

André’s experience in our Property Tax Division dates back to 1999. He is an experienced expert witness and has provided advice and concluded assessment appeals in every province in Canada other than Nunavut. He has appeared as an expert witness before the New Brunswick Assessment and Planning Review Board, the Nova Scotia Public Utility and Review Board, the Nova Scotia Regional Assessment Appeal Court, the Newfoundland Assessment Review Commission, the New Brunswick Assessment and Planning Appeal Board, and the Calgary Assessment Review Board.

Manager - Christopher Jobe, BBA, DULE, BBRE, MRICS, AACI, P. App.

Chris joined Turner Drake in 2012 upon graduating with a Bachelor of Business and Administration degree, with a Co-op Designation and a major in Accounting, from Saint Francis Xavier University, Antigonish, Nova Scotia. He received a Diploma in Urban Land Economics from the University of British Columbia in 2015 and a Bachelor of Business in Real Estate in 2019.  He was admitted to the Royal Institution of Chartered Surveyors (RICS), the international body of the property profession, in 2019.  Since joining Turner Drake Chris has conducted numerous property inspections throughout Atlantic Canada as a member of our Property Tax and Lasercad Divisions.

In our Property Tax Division, he has conducted tax appeals on his own account throughout Atlantic Canada, Ontario, Manitoba, Saskatchewan, Alberta and British Columbia. He has assisted on tax appeals in Quebec.  During this time, he has been involved with analysing financial statements, building costings, and comparable sales for investment properties and portfolios, for the purpose of formulating positions for tax abatement on a variety of properties including light industrial, manufacturing, retail outlets, offices, and apartments.

In our Lasercad Division, he has extensive experience in measuring office, industrial, retail and residential space to the appropriate BOMA, BOMA/SIOR, ULI, and CREA standards, in buildings located throughout the Atlantic Provinces.

Chris is Manager of our Toronto, Ontario office.
